Yes, you can. The Aadhaar card is not mandatory for availing rations from the government agencies, but it helps in making sure that your identity is verified and authenticated whenever you want to buy rations from any of these agencies. If a person has more than one ration card with him/her, he/she will be able to get any kind of foodgrains depending upon his financial condition and needs.

The government has made it mandatory for all the ration card holders to link their Aadhaar cards with it. This helps in authenticating the identity of a person who is buying rations and also prevents duplication of ration cards. If you have multiple ration cards, but are not able to link them with Aadhaar Card, then you can avail rations from any agency on the basis of seniority.

How do I get a new Aadhaar Card? If you are eligible for an Aadhaar card, then you can apply for it by filling an online form. You will have to provide some basic information such as your name, date of birth and address in this form. After filling the application form, you will receive a unique 12-digit identity number which is linked to your biometrics (fingerprints or iris scan).

The order was issued by the Ministry of Rural Development and Panchayat Raj Department, according to which "if any person can be found having more than one ration card then he shall not be allowed to obtain any other type of foodgrain or cash subsidy scheme."

The order also says that "any person found violating the above said provisions shall be liable for prosecution under Section 1 of the Essential Commodities Act and further be punishable with imprisonment up to one year or fine which may extend up to Rs.100000/- or both."

Explanation : It has been brought to the notice of the Government that some of the families have got Ration Cards either by surrendering old ones or by making false declarations. Such cases have come to light where a person who is the head of family and having a ration card has obtained another card by making necessary declaration in his wife's name and obtaining such card in her name. Similarly, a number of persons in a family having ration cards and residing as joint family under one roof get separate ration cards in their names by declaring that they are staying separately and each individual is eligible for separate ration card. There are other cases where families which are already possessing ration cards, if not satisfied with the items allotted on such cards, obtain fresh cards after surrendering existing cards showing change of residence.

You can get a ration card in many ways:

Surrendering the old card. If you have an old ration card, it is advisable to surrender it before getting a new one. You may also make false declaration about yourself and obtain fresh papers for yourself by paying an additional fee of Rs 10/- per month if required by the department.

Obtaining another person's name on your own list. In some cases, one or more persons from family residing as joint family under one roof are issued separate rations cards each with their respective names while they continue to receive rations under collective quota given to such families i

The order also says that if any person can be found having more than one ration card then he shall not be allowed to obtain any other type of foodgrain or cash subsidy scheme.

The issue as to whether any person can hold more than one Ration Card at a time was discussed in the second meeting of All India Food Grains Distributors Federation held at Jalandhar on 20th July, 1984 when it was stated that this practice should be prohibited in public interest under the authority of law and only strict enforcement can prevent malpractices.
